Bill has over 40 years of experience in designing and constructing bridges, highways, buildings, public infrastructure, and temporary structures. Bill started as a structural engineer at Berger Lehman Associates designing bridges for NYSTA, NYSDOT, and ConnDOT.  He moved up to managing projects for those agencies, most notably the Reconstruction of New England Thruway (I-95) in Westchester, NY for which he also served as a Resident Engineer. Bill rose to a Vice President position and in charge of construction inspection projects in the State of New York.

In 1999, Bill joined GeoDesign as partner and Vice President to head up the Contractor Services Division. This was the start of his career in providing construction engineering and means and methods of construction services to contractors.  During his time there, he was the Principal-in-Charge of several large projects, one of which was the support of excavation (SOE) design and instrumentation monitoring for NYCDEP’s new Ultra-Violet disinfection facility at Shaft 19 in Valhalla, NY.  To construct the new facility, the primary support system required a three-sided 1700ft long, 80ft high tied-back soldier pile and lagging wall into an existing hill. On another project, Bill redesigned the construction staging of the NYCDOT’s Belt Parkway Bridge over Fresh Creek in Brooklyn, NY, by reducing the original 5-stage design down to two main stages.  To do so, it required the design and construction of a temporary 5-span bridge carrying three lanes of traffic.

In 2012, Bill founded William J. Frank Engineering to continue his commitment to providing construction engineering design services to public works contractors in the NYC Metro area and Northeast region.
